What NFPA 99 actually is

NFPA 99 is the National Fire Protection Association's Health Care Facilities Code. Among many other things, it addresses hyperbaric environments — and the concern there is straightforward physics rather than anything controversial: oxygen does not burn, but it makes everything else burn faster and hotter. Concentrate enough of it in a small enclosed space and you have changed the fire risk of that space, full stop.

So the code sets a ceiling on how oxygen-rich the interior atmosphere of a chamber is allowed to become while someone is inside it. That is the entire concern. It is the same reasoning behind every other rule you have heard about chambers — no loose electronics inside, no oils or aerosols, no unrated devices — applied to the air itself.

Why oxygen builds up in the first place

This surprises people who assume a sealed chamber stays at whatever the compressor put in it. It does not. During a session:

• The occupant is breathing supplemental oxygen through a mask or cannula, and not all of it goes into their lungs. What escapes ends up in the chamber.
• Every exhale adds carbon dioxide and moisture to a fixed volume of air.
• The longer the session and the more sessions you stack back-to-back, the further the interior atmosphere drifts from where it started.

Unmanaged, that drift moves in exactly the wrong direction on both counts: stale, humid air for the person inside, and a rising oxygen concentration from a fire-safety standpoint.
